Why did President Yushchenko veto bill 2562? I have translated a letter from Yushchenko to Parliament to help answer this question.

Quick disclaimer: I don't earn a living translating Ukrainian to English. I may have screwed up some of the words. I used machine translation to help me out. If you have a better translation please share it.

I freely admit that I took some liberties with translation. I was trying to match the spirit of the message rather then exact words. And anything in parenthesis are my best guess at Yushchenko's thoughts. If Yushchenko actually shared his thoughts, then I will hyperlink to them. Otherwise take this as a joke. I don't really read minds.

PROPOSALS to the Ukraine law "About the introduction of variations to several legal acts of Ukraine relative to adoption"

As written by the Supreme Rada of Ukraine (drunk soliders who don't know when to get off the train) the Ukrainian bill "about the introduction of variations to several legal acts of Ukraine relative to adoption" (stupid name... couldn't you just call it adoption law revisions) cannot be signed (morons) for the following reasons.

Dudes (morons) you are suggesting that we change article 211 of the Family code and article 24. That we don't allow foreign single folks to adopt any Ukrainian children until unless they are relatives.

But you (morons) permit Ukrainian singles to adopt. This totally doesn't work. Remember we signed the Convention on children rights? We need to treat domestic and international adoptive parents the same under this treaty.

You (morons) are trying to mess up all the prep work that various government departments have completed. We had to answer all those questions about international adoption (probably talking about joining the Hague Adoption Treaty). Also we are trying to create direct adoption agreements with Italy and Israel.

Suggest that you drop articles 1, 2, 3 from the bill.

Articles 1, 2 and 3 deal with single adoption. So I guess the +45 rule (restricts older parents to older children) was OK with Yushchenko.
