This is a frustrating email from the US Embassy in Kyiv. Their signature takes up more room then the actual message. And the message lacks any specific details. Typically this type of email is sent out when they get a lot of questions and don't want to answer them individually.
The SDAPRC started accepting new dossiers again on April 16, 2007. However German families were unable to get their dossiers accepted last week. I haven't heard of any French family successfully submitted their dossier either. And I haven't heard anything about dossiers being accepted this week.
I am hoping the US Embassy in Kyiv is correct and the SDAPRC (also known as SDA) is accepting new dossiers.

On April 16, 2007 the State Department for Adoptions and Protection of the Rights of the Child resumed acceptance of new adoption applications from U.S. citizens. All the rules and requirements have remained in place.

This type of email frustrates me as an analytic person. I want numbers and concrete details. Really I would like a camcorder recording events as the faciliators submit dossiers. I want a vblog. :)

I really haven't been following the build a "
missile defense shield" in Poland and Czech story. And didn't realize how it was impacting Ukraine.
Duh!
Poland and Ukraine are neighbors. Ukraine really cares about weapons sitting close to them. So far the US is just proposing putting missile interceptors in Poland and Czech.
I had never heard of
Millennium Challenge Corporation so I was glad that the Ambassador pointed it out. It is a new US Government agency that could provide as much as $1,000,000,000 to help alleviate poverty and stimulate economic development.
