Ukrainian Delegation in US - Single Parent and Older Parent Adoption

Here is a time line to give context to what the Ukrainian delegation said:

June 18-24, 2006: JCICS representative visited Ms Volynets, director of the SDA. She was concerned with the murder of internationally adopted children.

She was talking about Peggy Hilt killing her Russian adopted child. Her Ukrainian adopted child was placed into foster care.

Also the SDA was concerned about the legality of summer camps. She is talking about the hosting programs, which continue to be a problem.

Sept 7 2006: French Embassy met with Ms Volynets. She stated that a law would pass soon. It would make it illegal for single men to adopt. This will impact singles with approved dossiers.

Sept 13 2006: French Embassy told by the SDA that the new law would make it illegal for single men and women to adopt from Ukraine. And the SDA won't be granting appointments to any single person. They hoped that the new law (making single adoption illegal) would pass soon.

Sept 15 2006: Ukraine’s Ombudsperson Nina Karpachyova (Karpachova) met with US Ambassador to Ukraine William Taylor. She seemed to be confused and thought that Peggy Hilt killed her Ukrainian adopted child.

And she was concerned with John Krueger's case. John was accused of sexually molesting his adopted sons. However he hasn't been found guilty... as least I cannot find anything in posted news. I searched the sex offender's database for California and he isn't there.

September 25 to October 3 2006: JCICS representative visited Ms Volynets.

US Consul General Landon Taylor is an adoptive father of 2 Ukrainian children. (interesting tidbit)

The SDA won't allow single adoption.

The SDA will limit adoptive parents based on their age. Adoptive parents must be 15 years older then the child. And adoptive parents cannot be more then 45 years older then the child.

Oct and Nov 2006: Single men and woman start writing letters asking for an appointment. There isn't a law against this. And Ukraine's current family law allows single men and women to adopt.


Nov 2006: Some French singles get appointments.

Week of Nov 12 2006: Ukrainian Delegation in US... They state that the legislators (Rada) are talking about making single adoption illegal. They may make just make single men adoption illegal. Or they may limit singles to adoption older children. But if it is passed, it would be enforced early 2007.

Nov 17 2006: The Rada did it. They registered #2562 to change adoption law.

They want to make adoption by a single person who isn't a Ukrainian citizen illegal. Ukrainian singles could still adopt. The message that I get... They are anti-international adoption.

And adoptive parents cannot be more then 45 years older then the adopted child.

There is no way to predict if this law will be passed.

Nina Karpachyova (Karpachova) has had some involvement with this.. And let's say she isn't pro-adoption. And she has a political problem of her own right now.

VR Speaker Oleksandr Moroz put on the VR agenda a question on Karpachyova’s holding of more than one office. She is Ombudsman on Human Rights and the VR MP of PR faction. This is a vioaltion of the Ukrainian legislation.
