Ukrainian Delegation in US - Adopting Hosted Child Part 3

Here is the background on the Ukrainian Delegation in US. I am continuing from part 2 on adopting a child that a family hosted in the United States.

I mentioned the baby selling scheme in 1992/93 that shutdown adoption. Here is how the trafficking worked.

A woman would give birth to her child at a hospital. A doctor would tell her the baby died. And then the very-much-alive baby would be given fake papers by corrupt government officials. Then money would change hands and the baby would be available for adoption.

Every Ukrainian knows that only 2 men went to trial and were found guilty. And they were only in jail for a few months. More then 2 men committed these crimes.

And then there was the Chicago/Ternopil 1992/1993 hosting problem. The hosting families just decided to keep 54 children . Because of immigration rules (any child who has lived with an American family for 2 years and been adopted gets permanent residence status), the families held onto the children for 2 years. Then adopted them in an Illinois court. Ukraine was very angry over this and shut down all hosting. (This situation was more complex then this, I may blog more about it later.)

I don't think hosting programs for Ukrainian orphans started up again until 2002/2003. (could be wrong.. but that is my memory)

So my thought..... Ukraine will allow families to ask about specific children. But families should be prepared to be denied because another family adopted the child. Or the children aren't available.

It worked this way under the NAC too. I know many families who asked about a specific child. They saw a photo from an adoptive family or they met the child via mission work.

Side note: In case you think this is just history, think again. To this day some Ukrainian woman are afraid of giving birth at a hospital. They fear the baby will be stolen. And you might want to read this 2005 story about 3 cases in Kharkiv.
