Here is the background on the Ukrainian Delegation in US. I am continuing from part 1 on adopting a child that a family hosted in the United States.

Well...... If I had to guess how the SDA (and legislators and the KGB ) was thinking about what the was in the child's best interest.... I would look at some history.

The political reality is that Ukrainian government officials everywhere are highly, highly sensitive to anything that seems like trafficking in children.

Ukrainian adoption was shut down 1992/1993 due to a baby selling scandal.

And just because the hosting family has an attachment to a particular child.... don't mean the hosting family is the best family for the child. Ukraine wants to get the child out of the orphanage ASAP. If this means the child is adopted by another family that is fine with the Ukrainian government.

And adoptive families shouldn't be discussing adoption with the child... they shouldn't be visiting the child at the orphanage... they shouldn't be calling them at the orphanage...

Ukraine looks at hosting like foster care. The families aren't suppose to emotionally claim the child. The child is the hosting families guest.
