Here is the
background on the Ukrainian Delegation in US. Continuing on to what was said about adopting a hosted child.
The message from the Ukrainian government officials is very basic.
Hosting programs don't exist to allow families to met and adopt older children. They are to reward children and provide them with a healthy experience. No one can provide a child's referral other then the Ukrainian government.

Background... Families are paying $1,500 to $3,000 to have a Ukrainian orphan visit them for 3 weeks to a month. With Russian hosting programs they are host-to-adopt.)

The SDA won't hold a child for a specific family (except if you are adopting a sibling of your child). Too many children
have been hurt by these programs... provided with unrealistic expectations. No family should be discussing adoption with any hosted child.
The hosting programs shouldn't know a child's adoption status and probably won't know about siblings. The SDA won't be separating siblings.
In another meeting Ms. Remen asked that adoptive families quit asking about specific children. It is too much like pre-selection which is against Ukrainian law.
However in another meeting it wasn't phrased like this... The SDA understood that families had hosted children and were interested in them. And they understood why adoptive families were asking about their hosted children. But hosting programs shouldn't have a child's adoptive status, so families shouldn't count on adopting a particular child. In other words it was OK to ask about a particular child.
BUT the family shouldn't throw a fit if the child wasn't available.
