bill 2562 and make it law? This will make single "foreigner" adoption illegal. And it requires the age difference between the oldest adoptive parent and adopted child be 45 years or less.
Sitting here in America, it is hard to tell. So I keep looking for Ukrainian sources and their opinions. Mr. Karasyov has a pithy synopsis that explains why the "political crisis" has been mostly a "war of words".
"Despite the whole drama of the situation, it doesn't affect the masses, it's just a struggle between elites," said Vadim Karasyov, head of the Institute for Global Strategies in Kiev. "The two sides are behaving arrogantly but carefully. They know that the first one to go crazy, the first one to start, will lose and will lose everything," Karasyov said.

On Monday Ukrainian Speaker of Parliament (also known as AKA
Verkhovna Rada) Olexandr Moroz attended
the Conference of the Speakers of European Union Parliaments in Bratislava. He stated that the political situation was an "
artificially created political crisis". And President Yushchenko is being a baby and should just shut up and sit down.
OK, I am vastly paraphrasing here. ;) But after reading again and again that President Yushchenko is "unconstitutional", I am starting to think the Rada deputies don't respect their Constitution.
A Constitution is a document that binds people together not drives them apart. Maybe this is the American in me, but I don't think a Constitution should constantly change. It isn't toilet paper. And it should be respected.
During the meeting Speaker Moroz asked for a clear time table on when Ukraine could join the EU. Reading between the lines it sounds like the answer was, "fix your political issues and than we can talk".
Back in Ukraine President Yushchenko has temporarily lifted his
dismiss Parliament order. He will accept the May 29-30 Parliament sessions as valid. He asked for
legislation that supports the September 30th elections.
Rada's deputies need to vote on several items.
I have a single friend who is traveling to Ukraine now. She is going to adopt a teenager. I know +45 families who have appointments in early June. One +45 is open to many special needs, but really wants to adopt a 3 or 4 year old.
So here is my hope for the day... Ukrainian politicians will struggle to get the bare minimum completed (funding elections). And they won't have time to vote on bill 2562.
