Ukraine Adoption Moving Slowly

I received confirmation that the SDAPRC is processing dossiers and handing out referrals and accepting new dossiers. They are just moving slower then expected. Dossiers are taking 30 to 40 business days to be approved rather then 20 days. They are accepting 5 new dossiers per week from American families rather than 8.

We are still waiting for a new director to be appointed to the SDAPRC. Once this happens the understaffing problem at the SDAPRC can be fixed. And hopefully they will start processing dossiers and appointments at the previously published schedule.

It is my feeling... my guess that a new SDA director will be appointed when the politic mess in Ukraine has been settled.

So I have been trying to untangle and understand Ukrainian politics. Everyone is sticking their finger into the mess.

First I want to travel back in time to One Canadian Diplomat's Behind-the-Scenes Role in the Orange Revolution. This former Canadian ambassador to Ukraine used the OSCE charter as justification for meddling with internal Ukrainian poltics.

Now I have mentioned the Organization for Security and Co-operation in Europe (OSCE) before.

The Organization deals with three dimensions of security - the politico-military, the economic and environmental, and the human dimension. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.

In 2005 OSCE worked with the Ukrainian Ministry of Family, Youth and Sports to determine how adoption should change. This resulted in a 128 report that assessed the Ukrainian adoption system. And the report supplied specific recommendations for improving the system. Many of these recommendations have been followed.

Anyway... back to the Canadian. He held monthly meetings to plot ways to "help" Ukraine become democratic during the The Orange Revolution.

Reminder: The Orange Revolution was street protests against the fraudulent 2004 presidental elections. The 2 presidental canadiates were Viktor Yushchenko and Viktor Yanukovych. It happened from November 2004 to January 2005.

The Canadian ambassador paid $30,000 out of a Canadian embassy "fund" to a Ukrainian "youth group". And somehow this helped elect Mr. Yushchenko as President of Ukraine.

Have you heard any update on this? I have heard that the SDA is going to shut down dossiers until February.
