The old NAC web site (down now) had photos that several people are looking for. This blog entry is for them. These are government photos and from what I can tell aren't copyrighted.

About the NAC in the Ukrainian government's own words.

In support of UNO Convention on children's rights that was ratified by Verkhovna Rada of Ukraine on February 27, 1991, our state recognized importance and necessity to give priority to the placement of orphaned children and children deprived of parental care in families over their placement in residential-educational institutions that was widely spread during long period of time. Adoption is one of the most important activities in the system of social protection of childhood.

In 1996 the Centre of adoption was created. It is determined that the Centre is a public institution that facilitates placement of orphaned children and children deprived of parental care in the families of the citizens of Ukraine and foreigners by way of adoption.

Joint committee on adoption of children who are the citizens of Ukraine by foreign citizens was created by order (No. 34/2002) of January 17, 2004 of the President of Ukraine in order to coordinate activities of central and regional bodies of executive power on adoption of orphaned children and children deprived of parental care by foreigners and effective protection of rights of such children. Ministry of Education and Science of Ukraine ensures organizational support of its activity.

Minister of Education and Science of Ukraine is the head of the Committee; members of the Committee are the deputy heads of the ministers of related ministries, officials of other central bodies of executive power.

Legal organizational mechanism of adoption in Ukraine is based on the principles that meet the requirements of international standards. They are as follows:


  • every child has right to grow up in the family;


  • priority shall be given to domestic adoption;


  • international adoption shall be considered as alternative only when adoption in the native country of child is impossible;


  • all questions that can appear during adoption procedure shall be decided in accordance with current legislation of Ukraine;
