International Adoptions By Americans Drops - Part 2

Continuing from part 1.

Here is another paragraph that was a problem for me.

In some cases, reform campaigns are coupled with skepticism toward foreign adoption, including concern about occasional cases of abuse. Romania has banned adoptions by foreigners except for relatives; Ukraine and Kazakhstan insist that foreign parents submit regular reports on adoptees.

Oops.. someone didn't fact check. Romania banned international adoptions in 2001. Some pipeline cases continued to be processed. And then in 2004, Romania made international adoption illegal except for biological grandparents. This has nothing to do with adoptions in 2006.

Specifically about Ukraine and abuse... Yes there were concerns. They were dealt with publicly. No secrets...



  • Single dad who adopted from Ukraine was found guilty of molesting adopted sons. He will be going to jail.


  • There was the brouhaha over hosted children. Hosting programs aren't for the purposes of adopting. They are so a child can learn more about the world.


  • The Bignell family dropped their Ukrainian adopted boy off... at a Ukraine Psychiatric Hospital and didn't return for him. The Ukrainian and US government worked together to transfer the boy back to the United States.


  • Peggy Hilt killed her daughter who was adopted from Ukraine Russia. Her older daughter (still living) was adopted from Ukraine. Ukrainian government officals kept getting confused about who died.



And since 1996, Ukraine has asked for post adoption reports from families. They are kind of like Christmas letters... where the family gets to brag about their child.

One new thing concerning the reports happened in 2006. Ukraine became better about tracking who turned reports in. And they started asking adoptive families for the missing reports.

I found out that 1 of my post adoption reports was missing. I filed it, but the Ukrainian embassy lost it. It was easy to fix. I just sent them a copy of the report.
