Happy Day - Adoption Law Isn't Changed

I am 99.9% sure this is the final answer. Ukraine isn't going to restrict older adoptive parents. And single women and single men adoption is still legal.

Bill 2562 was sent to Ukrainian President Yushchenko on May 29. This bill would put age restrictions on adoptive parents and make single "foreigner" adoption illegal. But he has stated that he won't sign any bills from the illegitimate VRU.

VRU is also known as Verkhovna Rada, Rada, Ukrainian parliament, Верховна Рада України or Supreme Council. The word Rada just means council. So where does VRU come from? Because Rada is so generic it will sometimes be written down as Verkhovna Rada of Ukraine.

On June 6 President Yushchenko met with foreign diplomats. I am assuming this meeting included US Ambassador William B. Taylor. Yushchenko was very clear in this meeting too.

There are some people who continue to met and call themselves the Verkhovna Rada. But those people have no authority. The "real" parliament has been dissolved.

Parliament’s speaker Olexander Moroz along with 262 deputies continue to met until the 180 or so resignations are ratified. Over 1/3 of Parliament’s deputies have resigned. And under Ukrainian law this means Parliament is dissolved.

Honestly I think Moroz is correct. Process should be followed. But Moroz's motives are just to drag the whole thing out.

The SDAPRC is still restricting single parents (just found out that a single man's dossier was accepted) to children who are 7 years or older. They are doing this based on the current law. Married parents are given preference over single parents. And the SDA has decided this means that married folks get to adopt the younger children.

The elections for Parliament are scheduled for September 30, 2007. And once they have completed the elections this bill may or may not be taken up again.

But for now, today is a very happy day.

I would caution that since the deputies' resignations have not yet been certified, this age law may still go into effect. The President has 10 days in which to sign a law submitted to him. If he doesn't sign it within that time frame (in this case, by Tuesday next), under UA law it is deemed as having been signed anyway.

We'll have to wait and see.

The president does get 10 days to sign the bill. Thanks for reminding me about that jpandersen.

Yushchenko is stating (reported in news media) that he will not sign the bills. Link is in the blog above.

And an adoption facilitator (that I know and is fairly reliable) stated that the President hadn't signed the adoption bill 2562.

This is why I said 99.9% sure. There is an off chance that something could happen to make the President change his mind.

The point is, according to UA law, it still becomes law after 10 days even if he doesn't sign it, unless of course he chooses to veto it.

I believe one of the President' point is that the Rada doesn't exist anymore as a governmental body (under Ukrainian law). And therefore all unfinished bills are dead.

Still waiting to see what really happens....
