German, Spanish, Canadian and France Post Adoption Reports

Ukraine shut down adoptions (except for children older then 10, sibling of a child you adopted previously, handicapped children) for all countries until the "missing" post adoption reports were filed.

Well, good news for several countries. Families from Germany, Spain and Canada who adopted from Ukraine have filed all the post adoption reports. Adoption is open for citizens of these countries.

And France is not far behind. They are short about 30 reports.

It seems US adoptive parents owe about 900 reports.

Getting 100 % of post adoption reports in the US is going to be so difficult. I have heard stories already about a US family refusing to file the annual report. They are worried about providing some of the "private" information the report asks for. After all they don't know who really sees the information.

Don't you think it might also be the cost that's keeping people from filing the reports? The last post-placement we had done I asked about this. Our SW said it was cost as well as the fact that people move and they have no incentive to keep in touch. We adopted from Russia but I don't doubt it's similar to the situation with Ukraine.
I wonder if perhaps the agencies can't make people pay ahead of time?

With Russia I believe you must use a social worker.

With Ukraine, it is a "do-it-yourself" project. There is a word document to fill out once a year. I have to send 8 to 10 pictures of my daughter. And I can email everything to the Ukrainian Embassy in Washington DC.

There is no extra cost other then time.

Also every adoptive parent must provide a signed letter to the Ukrainian government before an adoption dossier is approved. This letter is a promise. It is a promise from the adoptive parents to Ukraine that they will do 2 things:

keep child's Ukrainian citizenship

do annual reports
