Dossier Quota - Complex Mathematical Formula

Ukrainian regulation is now restricting the number of adoptions. And it has already impacted the Canadians.

Ukraine will only accept 24 dossiers from Canadians for 2007. And 24 dossiers have been submitted.

So far the quota isn't impacting Americans. Americans are still able to submit dossiers once a week (Monday).

Everyone has been trying to figure out the formula that the SDA is using. It sets how many dossiers can be submitted per country during a calendar year. And no one has had any luck. Then I received the email below (it is at the bottom) from the US Embassy about the SDA's complex mathematical formula.

It just made me laugh... how complex can it be. And why can't they share the formula?

It is suppose to be the average number of dossier submissions between 2001 and 2005 minus some factor for missing post adoption reports. Since no one knows what the statistics are on dossier submission, everyone (including me) have been playing with adoption statistics.

The total number of adoptions is going to be slightly lower then the number of submitted dossiers. This is because sometimes a family can adopt 2 children under 1 dossier. And sometimes dossiers are withdrawn or rejected.

Back in June 2006, the Ukrainian Embassy in Washington stated American families hadn't turned in 1,000 post adoption reports. I haven't seen an updated number since then. But this factors into the quota.

This table lists the total number of Ukrainian adoptions per country of parents. I also listed the average and quota. I am missing the total number of Ukrainian adoptions for Italy and Spain for 2005.

Dear Members of American Adoption Community Interested in Ukraine:

On February 24, 2007 the State Department for Adoption and Protection of the Rights of the Child (SDAPRC) issued the Decree #16.

This Decree approves the numbers of the new adoption dossiers from foreign countries, which can be accepted by the SDAPRC during the calendar year 2007.

The result of the decree is that the 558 dossier submissions have been allocated to parents from the U.S. for calendar year 2007.

This number was arrived at using a complex mathematical formula devised by the SDAPRC.

The U.S. remains on top of the list of foreign countries adopting from Ukraine, followed by Italy (494 dossiers) and Spain (380 dossiers).

The SDA formula made Ukrainians lough too.
The State Department for Protection of Rights of the Child violate the rights of the orphans to find the adoptive parrents! The Family Code of Ukraine does not allow to executive power to stop(to limit) adoption process!

By the way, both director and vice-director of SDA desert their posts suddenly the same day (on March,21). WHY?
