Hosting programs were almost shutdown. Some government officials believe the hosting programs were trafficking children.

This doesn't directly impact Ukrainian adoption. Ukraine has not signed the Convention of 29 May 1993 on Protection of Children and Co-operation in respect of Intercountry Adoption (also known as Hague Treaty on Adoption or just "Hague").
The United States is getting ready to implement this treaty. It will only impact families who are adopting from countries who signed the Hague too.

Yuri Pavlenko was dismissed (his resignation was accepted) by the Rada (Ukrainian legislature) on November 29 2006. He was the Ministry for Family, Youth and Sports. All adoption processing is done under this Ministry.
Mr Pavlenko seemed to be anti-international adoption because of his focus on domestic adoption.
